Chua is a specialist in Property Law. His legal services have
been sought by corporate and institutional clients, as well as
private individuals – both local and foreign.
Corporate and institutional
In the course of his career, Mark has served, and continues to
serve, on the panels of solicitors for the CPF Board and a number
of local and foreign banks.
Serving his clients
It is Mark's belief that the law provides us with an invaluable
framework for conducting our business. In the business of property,
the laws, systems and procedures which govern and guide the sector
serve an important function in giving all parties the security
to transact with confidence. To this end, Mark typically advises
every client on the intricacies of their case, their rights, obligations
and options. Subsequently, making a concerted effort to manage
and coordinate all efforts toward achieving procedural compliance
and meeting the client's objectives.
All types of property
Mark handles files covering all types of property – commercial,
industrial, landed residential, condominiums and HDB – and
advises sellers and buyers, landlords and tenants, lenders and
borrowers. His work has also included representing the interests
of foreign clients in obtaining approval to purchase landed residential
properties in Singapore, for whom he has made submissions to the
Land Dealings (Approval) Unit (LDAU) of the Singapore Land Authority
(SLA) for the purchase of such properties.
Wide-ranging legal advice
A typical day sees him advising clients on the property financing
guidelines set out by the Monetary Authority of Singapore; on
the rules governing the use of Central Provident Fund money; and
on alternatives for structuring their bank loans. The legal advice
he offers his clients extends into related areas such as estate
planning – which could involve drafting a will or a power-of-attorney.
Expertise and enterprise
Mark read Law at the University of Manchester in the United Kingdom
and graduated with an honours degree in 1997. He then pursued
and obtained his postgraduate diploma in Singapore law from the
National University of Singapore (NUS) in 1998. He became an Advocate
and Solicitor of the Supreme Court of Singapore in 1999 and has
served as an Associate Director of a local Law Corporation until
moving to Tito Isaac & Co LLP in April 2007. With his arrival,
Mark brings his expertise and enterprise to an established –
and growing – team at the TIC Property Law Department.
